I haven’t been able to locate any information on Clark’s Mill, but it’s obviously an important landmark in Jefferson County.
Like most old mills today, it’s located on private property and is not accessible to the public. There’s also what appears to have been a modern restaurant located on the property.

Clark’s Mill had a restaurant in it run by Pat Dyes brother and was open into the 1990’s and possibly beyond. They supposedly had very good seafood and steak. The pond across the street has been a good fishing pond for generations.
That’s interesting about the Dyes. Pat Dye’s mother Nell was my first grade teacher in nearby Blythe. I assume you’re speaking of Nat Dye.

I’ve been doing a deep dive on Otis Redding. I found out that he actually was born on the Laing plantation fields around Clark’s Mill, Georgia. I had to contact the author of “Otis Redding: An Unfinished Life” to confirm it because he didn’t definitively state it. Oh, that’s a possibility. Weird. I’m not Georgian so I thought Jefferson County was on the county line or something. I took the name of this site “Vanishing South Georgia,” and assumed the rest. Headslap on my part.
Yeah…Otis Redding’s Clark’s Mill, GA would have been in Terrell County, GA.
